Locomotive engineers and conductors for the railroad's own payroll, from railroaders; certification-program services from SteelWheels.Co.
When the board runs short, the work does not stop being safety-critical.
Talk to us about coverageRailroaders with a documented record
Locomotive engineers and conductors with current or recent certification and documented service history, presented to short lines, industrials, terminal railroads and transit operating contracts, for the railroad's own payroll.
Certification under 49 CFR Parts 240 and 242 is issued by the railroad and kept current on the railroad that issued it; another railroad may rely on it only within the limits the rules set. No contractor can certify a train crew. What Extra Board presents is railroaders certified elsewhere, whose records are documented before they reach you, so your certification process starts from the record rather than from nothing. SteelWheels.Co, engaged separately, carries the program services a railroad uses to run its own certification program.
How an assignment worksThe railroad is the employer of record
Extra Board sources the railroader and documents the record, then presents the record under a master agreement. The railroad decides and makes its own offer of employment, and each railroader it takes on is recorded in an assignment order. The railroad hires, pays and certifies; Extra Board charges the railroad a fee and the railroader nothing.
Certification under Parts 240 and 242 stays with the railroad, and so does the compliance obligation that goes with it. FRA's language, addressing Part 240, is that “the railroads remain liable for compliance with the regulation.” It is not a term we negotiated. Insurance, lodging and travel sit with the railroad, paid directly or advanced, never fronted by the railroader.
What Extra Board carries is the sourcing, the records package, and the paper.
The regulatory positionStated by FRA in 2004
FRA addressed contractors offering temporary locomotive engineers in Technical Bulletin OP-04-14, dated 03 FEB 2004:
“Contractors who offer railroads temporary engineers, much like a ‘temp agency’ offers temporary employees in other fields of work, are certainly an acceptable business under Part 240.”
The same bulletin is equally clear on the limit: “Each certificate would have to be issued by the railroad, not by the contractor, a non-railroad entity,” and “the railroads remain liable for compliance with the regulation.”
